Western Australia Government Selects Corridor for Gas Pipeline

The Western Australia State Government has selected a preferred corridor and operational model for a natural gas pipeline from Bunbury to Albany.

Premier and State Development Minister Colin Barnett and Regional Development Minister Brendon Grylls announced the Bunbury to Albany gas pipeline would service Manjimup and towns along the corridor, including Donnybrook, Bridgetown and Mount Barker.

?The Bunbury to Albany gas pipeline will deliver secure, reliable and safe energy to support future economic and population growth in the South-West and Great Southern regions,? Mr Barnett said.

?As well as making reticulated natural gas schemes possible for householders along the pipeline route, it will create new opportunities for existing industries and attract new investment.?

The Premier said the pipeline would be designed, built and operated by a private sector proponent. The State Government, through Verve Energy, would retain an interest in the project in conjunction with the successful proponent.

Expressions of interest from qualified companies will be called in early to mid-November.

The successful proponent would identify an easement up to 50m wide within the corridor and be responsible for consulting and negotiating with landholders and communities, and for obtaining relevant environmental, Native Title and planning approvals.

The pipeline will have minimal impact on the environment and private land use. Although the area will be protected under the Dampier to Bunbury Gas Pipeline legislation, activities such as cropping and grazing would still be permitted on land within the easement.

Mr Grylls said the pipeline would be built with capacity for further expansion to accommodate future gas requirements, including lateral pipelines to other regional centres such as Katanning, one of the initial nine Western Australian towns preparing for growth under the Regional Centres Development Plan (SuperTowns) program.

?Access to internationally competitive gas prices will drive investment in value-adding and export production, including in viticulture, agriculture, mineral processing and timber industries,? he said.

The Premier said the Government would co-fund the project through a mix of upfront capital and an ongoing subsidy. The cost of the project, and the extent of the Government?s financial contribution, would be determined as part of the tender process but early estimates were for a capital cost of $135million, inclusive of construction, reticulation and conversion of existing appliances.

ZTE sees over 40 pct rise in 2013 smartphone shipments

SHANGHAI (Reuters) - China's ZTE Corp, the world's fourth-biggest handset maker, expects to ship around 50 million smartphones in 2013, up from 35 million units it forecast for this year, a senior company executive said on Wednesday.

"We think next year will be very good (for smartphones)," He Shiyou, ZTE's executive director, told Reuters in Shanghai.

Last week, ZTE executives told analysts after reporting its third quarter results that the company expected to sell 25 million smartphones this year.

In the third quarter, ZTE reported its first quarterly loss - of $310 million - since listing in Hong Kong in 2004, on shredded margins, telecom network project delays and accounting changes in China.

ZTE is the world's No.4 smartphone maker with 7.5 percent market share, ranking behind Samsung Electronics Co Ltd, Apple Inc and Research In Motion, according to research firm IDC's latest data.

The Chinese firm, whose best selling smartphone models include the Skate and the Blade, has been trying to produce more high-end handsets, such as its Grand series, to boost handset margins.

ZTE sold around 15 million smartphones last year. Executives said in August the company would ship 1 million tablet computers this year, more than double last year's levels.

Cassel to start at QB for Chiefs vs Chargers

KANSAS CITY, Mo. (AP) ? Matt Cassel is getting another chance to be the Chiefs' starting quarterback.

Cassel will start Thursday night's game at San Diego because Brady Quinn has not been cleared to practice due to a concussion, regaining the starting job ? at least for one week ? that he lost after a dismal five-game stretch to start the season.

Chiefs coach Romeo Crennel announced Tuesday that Quinn will not be available, and that Ricky Stanzi will serve as the backup. Fullback Nate Eachus was also ruled out with a concussion.

"They will continue with their testing and evaluation and will return when the doctor releases them, and lets us know they're OK," said Crennel, adding that doctors haven't told him how long Quinn might be out.

Cassel was scuffling along until he sustained his own concussion a few weeks ago against Baltimore. Quinn took over for a loss to Tampa Bay, and Crennel made the move permanent during the bye week in hopes of igniting a struggling offense.

He never got much chance to see whether it worked.

Quinn was hurt in the first quarter of Sunday's 26-16 loss to the Oakland Raiders, though it's unclear when the injury occurred. He was sacked by Rolando McClain and then took another shot while floating a pass that was picked off by Matt Giordano.

Quinn left the field and went down the tunnel leading to the locker rooms, and Crennel said a trainer told him at that point that Quinn had sustained a "head injury" and was unavailable.

Cassel played the rest of way, completing 20 of 30 passes for 218 yards with a touchdown and an interception. It was the 10th pick that he's thrown in parts of six games this season.

"I'm excited to be playing," Cassel said. "As I said last week, my approach doesn't change. I'm going to go out (and) I'm going to work hard. It's unfortunate for Brady, but at the same time, we have to move forward. It's a short week. Preparation has to be put in."

Cassel, who signed a $63 million, six-year deal in 2009, said he doesn't harbor any ill will toward Crennel over his benching. Cassel also said he doesn't find it uncomfortable that he's regained the starting job on a temporary basis almost by default.

"I don't look at it that way," Cassel said. "No matter what my position is, I'm going to be the same guy, and I think that's the reason I was able to go in there and execute at a high level Sunday. I was ready and my approach was the same."

Cassel said he wasn't sure whether coming off the bench changed his perspective, but his coach indicated that the decision may ultimately help Cassel from a mental standpoint.

"Sometimes a second chance energizes a guy," Crennel said. "He wants to do well, and whatever role he was in, he didn't like it, but he said, 'I'm going to do my job. I'm a Chief, and I'm going to be ready if I'm called on."

The Chiefs (1-6) could certainly use a little energy. They've lost four straight overall and still have not led in regulation this season, making them the first NFL team since at least 1940 to play seven games without taking an offensive snap with the lead, according to STATS LLC.

They've also turned the ball over a league-leading 25 times after four turnovers Sunday.

Cassel has responsible for two more on Sunday when he fumbled a snap early in the second half that led to a field goal by Oakland. He's committed 16 turnovers by himself, which puts him ahead of all but three teams in the league: Dallas, Buffalo and Philadelphia.

"He knows he's going to have to play, and he's going to do the best he can," Crennel said. "We have to help him as well, and if we all take the same attitude we'll be successful."

Offensive coordinator Brian Daboll said it helps, given the short week, that Cassel was the starter when the Chiefs played San Diego earlier this season. Cassel committed three turnovers in the game, but he'll be familiar with the Chargers' schemes and personnel.

"He's preparing himself like a pro to be ready to go in this football game," Daboll said. "He's got a good attitude, he's taken Brady being put ahead of him well. If you ask him, I'm sure he's anxious, excited for the opportunity."

News Corporation Is Said to Bid for Penguin - NYTimes.com

Rupert Murdoch?s News Corporation has entered what could become a bidding war for Pearson PLC?s Penguin book publishing division, according to a person briefed on the talks who could not discuss private negotiations publicly.

News Corporation?s interest comes just days after Pearson confirmed that German media giant Bertelsmann, the parent company of Random House, had approached the British company about acquiring its Penguin division.

News Corporation owns HarperCollins, one of the units of the media conglomerate that will soon be spun off into a separate publicly traded company consisting of other print assets like The Wall Street Journal and The New York Post.

Penguin, which publishes authors like Junot Diaz and the crime novelist Patricia Cornwell, would give HarperCollins greater scale as the book industry grapples with how to take on technology companies like Amazon, Google and Apple, whose cheap e-books have transformed the publishing landscape.

Pearson recently said its longtime chief executive Marjorie Scardino would step down at the end of the year, prompting speculation that it may sell its print assets, Penguin and The Financial Times, to focus on the faster-growing education business.

A spokeswoman for News Corporation declined to comment.

Analysts have said consolidation of the ?big six? publishing houses is inevitable, given the headwinds the industry faces as consumers turn to e-books and brick-and-mortar stores go out of business. They likened it to what the music industry dealt with when it faced iTunes and online downloads of songs.

Mr. Murdoch?s interest in Penguin, first reported in The Sunday Times of London, which is also owned by News Corporation, could stir the pot and prompt a competitive bidding war for the book publisher.

According to the Times report, News Corporation made a cash offer of $1.6 billion. That could blunt a potential merger with Random House. If completed, a Random House-Penguin merger would create a publishing behemoth that would control roughly 25 percent of all books published in the United States and present major competition for HarperCollins.

Deadline is reporting that the Monuments Men ensemble includes Daniel Craig (who?s back as James Bond in Skyfall), Bill Murray, Cate Blanchett, Oscar-winner Jean Dujardin (The Artist), John Goodman (another Argo alum), Golden Globe-nominee Hugh Bonneville (Downton Abbey) and Bob Balaban (most recently seen as ?Narrator? in Moonrise Kingdom). However, their roles in the film have yet to be officially-revealed.

(AP) ? The seven Tour de France titles stripped from Lance Armstrong will not be awarded to any riders, and the American cyclist and his teammates should return their prize money, the sport's governing body said Friday.

Acknowledging "a cloud of suspicion would remain hanging over this dark period," the UCI said the list of Tour winners will remain blank for the years from 1999 to 2005.

"This might appear harsh for those who rode clean (but) they would understand there was little honor to be gained in reallocating places," the UCI said after a board meeting in Geneva.

The UCI said Armstrong and "all other affected riders" in the case should return their prize money. That amounts to almost $4 million in Tour money from Armstrong.

Armstrong attorney Sean Breen declined comment.

The cycling body also ordered an independent, outside investigation to examine allegations about the UCI's conduct and its relationship with Armstrong raised by the U.S. Anti-Doping Agency report that detailed systematic cheating by the Texan and his teammates. In the report, UCI is accused of making a financial deal from Armstrong to cover up a suspicious doping test.

Riders and officials involved in doping programs will also be targeted by the inquiry commission. "Part of the independent commission's remit would be to find ways to ensure that persons caught for doping were no longer able to take part in the sport, including as part of an entourage," the UCI said in a statement.

A potentially explosive defamation suit filed by the UCI, its president Pat McQuaid and predecessor Hein Verbruggen against Irish journalist and former Tour rider Paul Kimmage has been put on hold, the board said.

Kimmage was scheduled to defend his claims that cycling's leaders protected Armstrong at a Dec. 12 hearing in Vevey, Switzerland. Kimmage has received more than $70,000 in donations from cycling fans to fight his case.

Armstrong's expulsion from the sport he dominated was confirmed Monday when the UCI acknowledged the USADA findings that his teams ran "the most sophisticated, professionalized and successful doping program that sport has ever seen."

Friday's meeting of the UCI board was a necessary legal step to confirm a seven-year hole in the Tour de France roll of honor.

"UCI is determined to turn around this painful episode in the history of our sport," McQuaid said in a statement. "We will take whatever actions are deemed necessary by the independent commission and we will put cycling back on track."

An "independent sports body" will be chosen by UCI within two weeks to nominate members of the advisory panel, which is scheduled to report back by June 2013.

As well as leaving the Tour winner's list blank from 1999-2005, the UCI agreed "not to award victories to any other rider or upgrade other placings in any of the affected events." Other stage-race titles lost by Armstrong include the 2001 Tour of Switzerland and Dauphine Libere in 2002 and '03.

"The (management) committee decided to apply this ruling from now on to any competitive sporting results disqualified due to doping for the period from 1998 to 2005, without prejudice to the statute of limitation," the UCI said.

The UCI did not directly address the status of Armstrong's Olympic time-trial bronze medal from the 2000 Sydney Games, which could be stripped by the International Olympic Committee.

Further revelations of doping are expected in an Italian prosecutor's probe into sports doctor Michele Ferrari, who was identified by USADA as a central figure in the doping programs for Armstrong and the U.S. Postal Service team.

Ferrari was also banned from sport for life by USADA after he chose not to contest its findings at arbitration.

USADA chief executive Travis Tygart has urged the UCI to pursue more doping investigations, and the governing body had talked of seeking to offer limited amnesty in exchange for confessions.

Five riders finished second behind Armstrong in his record run of seven straight Tour wins: Alex Zuelle of Switzerland, Jan Ullrich of Germany, Joseba Beloki of Spain, Andreas Kloeden of Germany ? later a teammate of Armstrong at Astana and RadioShack ? and Ivan Basso of Italy.

Ullrich, the 1997 winner who was denied three more titles by Armstrong, has said he does not want to be upgraded in the standings.

Armstrong is one of three riders stripped of cycling's biggest prize but the only one not to be replaced.

When Alberto Contador lost his 2010 Tour victory for a positive doping test, organizers held a ceremony to award the yellow jersey to Luxembourg's Andy Schleck. In 2006, Oscar Pereiro was awarded the victory after the doping disqualification of American rider Floyd Landis.

Armstrong has not been wiped entirely from cycling's record books. He remains the UCI's world champion in the 1993 road race and winner of the San Sebastian and Walloon Arrow one-day classics in 1995 and 1996, respectively. USADA ordered his results erased from 1998 on.

A new computer algorithm can analyze the footwear marks left at a crime scene according to clusters of footwear types, makes and tread patterns even if the imprint recorded by crime scene investigators is distorted or only a partial print.

Footwear marks are found at crime scenes much more commonly than fingerprints, writes a team from the University at Buffalo, New York, in a forthcoming issue of the International Journal of Granular Computing, Rough Sets and Intelligent Systems. They point out that while footprints are common they are often left unused by forensic scientists because marks may be distorted, only a partial print may be left and because of the vast number of shoe shapes and sizes. However, matching a footprint at a crime scene can quickly narrow the number of suspects and can tie different crime scenes to the same perpetrator even if other evidence is lacking.

The team, Yi Tang, Harish Kasiviswanathan and Sargur Srihari, has developed a way to group recurring patterns in a database of footwear marks to that the clustered data can be searched and compared to suspect prints much more quickly than by other techniques whether manual or computer-based. The team explains that geometric shapes including line segments, circles and ellipses can be the focus and allow the footwear to be quickly identified using an "attributed relational graph" or ARG. The attributes for every shape are defined in a way to provide scaling, rotation and translation invariance, the researchers explain. The team adds that the introduction of a measure of how different two marks might be, which they refer to as the footwear print distance (FPD) allows them to home in on a particular boot or shoe even if the recorded print is noisy or degraded perhaps by perpetrator retracing their steps or other marks present at the scene.

The researchers have successfully tested their approach against the currently used footwear print retrieval systems used in forensic science. "In experimental runs our system has significantly higher accuracy than state-of-the-art footwear print retrieval systems," Tang says.

Should Old People Wear Sassy Underwear?

There was a time when oldsters were revered and respected. Unfortunately for me, as I?m about to turn 60, that time is over. But I?m not going to kvetch about the situation. Rather than lamenting my forthcoming loss of social currency, I would encourage superannuated citizens everywhere to view their marginal status as an opportunity. More specifically, an opportunity to wear velvet jumpsuits and glamrock satins.

Here?s why: Back when seniors were treated with deference, it behooved them to dress the part. There was an unspoken contract between the old and the young: The young would revere the old, and the old would reciprocate by wearing squishy beige shoes, AARP-logo fanny-packs and Mr. Rogers cardigans.

Now that old folks have been relegated to the back burner, now that aging is seen as something shameful, something to be ignored or ?defied??beauty counters are jammed with ?age-defying? unguents?the old contract has been broken. There is no longer any incentive to dress like a venerable old geezer or geezerette. To all of you grizzled folks out there, I say this: Since nobody is going to give you any props for ?growing old gracefully??let?s face facts, nobody is going to give you props anymore for anything!?you might as well let rip and crank up the volume on your leopard-print mankini.

Caution: This does not mean dressing like a teeny-bopper in skinny jeans and a hot-pink Hello Kitty halter. In fact, I would advise strongly against aggressively youthful styles. When seniors take the tween route, they end up looking like those unfortunate little kids who have aged prematurely as a result of progeria. Rather than adopting the signifiers of youth, oldsters are better served by developing an idiosyncratic look.

As you embark on your twilight style odyssey, you will need inspirational role models and kindred spirits. For women, there are an abundance of older and wiser style provocateurs from which to choose. Ari Seth Cohen, creator of the Advanced Style website (which documents the creative goings-on of glamorous seniors like Iris Apfel et al.), is your best inspiration resource.

For guys, however, the landscape is arid. Flamboyant dudes tend to die (see Jimi Hendrix) or put their lurex catsuits and satin jockstraps into mothballs (see David Bowie). Another Cohn to the rescue: My own personal style beacon, and possibly the most over-the-top dresser in U.S. history other than Liberace, is Nudie Cohn. Nudie was the Russian pogrom-escaping immigrant who created outrageously embellished Western wear for performers ranging from Hank Williams to Elvis to Gram Parsons. Though long deceased, Nudie remains a vibrant source of available inspiration, thanks to Google Image.

I first met Nudie back in the late ?70s, when he was in his late 70s. He was parked outside Canters Deli in West Hollywood. His Cadillac was embellished with steer-horns and tchotchkes of all descriptions. His lemon yellow suit was bejeweled and bedazzled with orange and red cacti. He was the un-Ralph Lauren.

This week, as I approach the big 6-0, I have been thinking a lot about Nudie and about the role of flamboyance in old age. As far as I am concerned, there are no limits on how show-bizzy or gangsta one?s outer garments might become. However, when it comes to undergarments I am still trying to find a path. Should I switch up from the Calvin Klein tighty-whities I have worn for as long as I can remember? Should I go conceptual avant-garde and snag some of Mitt?s mysterious Mormon encasements? What would Nudie have done? Might snakeskin thongs and banana-hammocks and bedazzled budgie-smugglers provide a more life-enhancing option?

?During my childhood, old people never wore groovy underwear. My grandpa wore thick, scratchy long-johns year-round and my granny wore monstrous prewar bloomers. Her undies were so allure-free and utilitarian that they would have made Bridget Jones? gym knickers look like burlesque enticements from Frederick?s of Hollywood.

Whence comes my gruesome familiarity with the undies of my grandparents? Truth be told, I was traumatized by them on a daily basis. A cursory glance at the washing line in our backyard revealed the truth about the foundation garments of our entire household. My sister and I were merciless in our critiques. My granny got sick of us mocking her billowing bloomers and sneakily started drying them in the airless attic. We responded by unpinning them and dropping them out of the top floor window onto the wearer?s befuddled head.

Right before filing this column, I had a breakthrough of sorts. I located a company specializing in sassy humor undies for seniors. (Check out the Sexy Old Buzzard boxer briefs.) The styles are basic and chic, and the messages that adorn the garments are quite amusing. My one reservation is the type size. The current scale would send the average senior scrambling for those bifocals in order to read it. Not very romantic, right?

Nearly 80 million Americans won't need vitamin D supplements under new guidelines

ScienceDaily (Oct. 24, 2012) ? Nearly 80 million Americans would no longer need to take vitamin D supplements under new Institute of Medicine guidelines, according to a study by Loyola University Chicago Stritch School of Medicine researchers.

Results were published Oct. 24, 2012 in the journal PLOS ONE.

The new guidelines advise that almost all people get sufficient vitamin D when their blood levels are at or above 20 nanograms per milliliter (ng/ml). Older guidelines said people needed vitamin D levels above 30 ng/ml.

Holly Kramer, MD, MPH and colleagues examined data from 15,099 non-institutionalized adults who participated in the Third National Health and Nutrition Examination Study (NHANES III). The sample included 1,097 adults who had chronic kidney disease, which has been linked to low vitamin D levels.

In the survey population, 70.5 percent of adults with healthy kidneys had vitamin D blood levels that would be considered insufficient under the older guidelines. But under the newer Institute of Medicine guidelines, only 30.3 percent of these adults had insufficient vitamin D levels.

Among adults with chronic kidney disease, 76.5 percent had insufficient vitamin D under the older guidelines, while only 35.4 percent had insufficient levels under the Institute of Medicine guidelines.

Because NHANES III is a representative sample, researchers were able to extrapolate results to the general population. Kramer and colleagues estimate that a total of 78.7 million adults considered to have insufficient vitamin D levels under the older guidelines would now have sufficient levels under the Institute of Medicine guidelines. "The new guidelines have an impact on a large proportion of the population," Kramer said.

The Institute of Medicine guidelines are based on nearly 1,000 published studies and testimony from scientists and other experts. (The Institute of Medicine committee that wrote the new guidelines for vitamin D and calcium includes Ramon Durazo-Arvizu, PhD, a professor in Loyola's Department of Preventive Medicine and Epidemiology).

The Institute of Medicine committee found that vitamin D is essential to avoid poor bone health, such as rickets. But there have been conflicting and mixed results in studies on whether vitamin D can also protect against cancer, heart disease, autoimmune diseases and diabetes, the Institute of Medicine committee found. Moreover, excessive vitamin D can damage the kidneys and heart, the committee reported.

However, the Institute of Medicine guidelines are controversial. For example, the Endocrine Society continues to endorse the older guidelines. Kramer said that people who are confused about how much vitamin D they need should consult with their doctors.

Kramer is first author of the study, which was funded by the National Institutes of Health. She is an associate professor in Loyola's Department of Preventive Medicine and Epidemiology and Department of Medicine, Division of Nephrology and Hypertension. Her co-authors are Durazo-Arvizu; Guichan Cao, MS; Amy Luke, PhD; David Shoham, PhD; and Richard Cooper, PhD of Loyola's Department of Preventive Medicine and Epidemiology and Chris Sempos, PhD of the National Institutes of Health's Office of Dietary Supplements.

SAN FRANCISCO ? The crowd at AT&T Park cheered a 5-4 putout in the first inning of last night?s Game 1 as though it were a walkoff home run in Game 7. This is not a criticism. It is merely an observation. They were hyped from the get-go ? I think it started with the Blue Angels flyover following the National Anthem ? and had every reason to remain hyped throughout.

So hyped, I assume, that they wouldn?t want to think too hard about the fact that the Giants won Game 1 in the 2002 World Series too, and that their playoff series wins so far this year all began with Game 1 losses. Put a less annoying way: it is still only one game and anything can happen in a seven game series, even if it did feel like the beginning of a trouncing.

I?ve mocked narratives pretty constantly lately, but two of them which were widely adopted before last night?s game started have fresh currency today: (1) the Tigers were going to be rusty; and (2) the Giants had momentum. They may not have a basis in reality, of course ? Justin Verlander?s velocity and lack of command of his fastball was such that fatigue, rather than rust may be the bigger problem and, if anything, the Giants habit of losing the early games of the series and then roaring back is anti-momentum ? but I doubt that will change the overall story. The Tigers layoff and big San Francisco MO are likely going to be all the rage today.

A few things we certainly can take away from Game 1 (apart from Pablo Sandoval?s history-making performance anyway):

  • The Tigers looked lost against slow junk like Zito was flinging. The Giants shouldn?t give them fastballs all week;
  • That little weird double that kicked off the third inning rally ? the one that ricocheted off the third base bag ? is the second weirdo vodoo hit the Giants have had in the past two games. If they get something like that or the Hunter Pence broken bat dipsy-doodle in Game 2, they are officially charmed and wicked in some strange way;
  • It may have been overlooked because the game was already out of hand, but the Tigers bullpen is still a hot mess and based on how he looked in mopup duty last night Jose Valverde should not be given the ball again. Not even once. Even in a blowout he?s so unreliable that Leyland has to use other relievers just to bail him out. He should be done.
  • It?s random, but someone needs to talk to Delmon Young about where he?s playing left field. I watched the game from way up high in the auxiliary press box in left, and I could not see Young, he was so close to the wall. ?Given how bad his arm is, anything hit out that way to him should be an instant double. Not sure what that was all about.

That?s all I have as far as in-game action goes (I?ll have more on-the-scene observations a bit later this morning). The Tigers have to shake this one off. It?s still just one game. If people still want to credit momentum, fine, but the idea of momentum being your next day?s starting pitcher has been around a lot longer than the current momentum story. So it?s up to Doug Fister to re-set the storylines.

[Monday]?s foreign policy debate between President Barack Obama and former Governor Mitt Romney featured some spirited debate about Libya, Syria, Iran, the size of the US Navy, and teachers.??

Yet the debate featured almost nothing about Cuba. Mitt Romney complained, in passing, that President Obama was willing to talk with Fidel Castro (as part of a larger complaint that the President was too accommodating to governments with whom the United States is at odds). But Obama did not respond and, beyond that, the issue did not come up. This absence is surprising, especially because the foreign policy debate took place in Florida.?

It was not always this way.

In 1992 candidate Bill Clinton endorsed the Cuban Democracy Act, a measure to further tighten the embargo on Cuba, while campaigning in Florida; President George H.W. Bush announced his support for the Cuban Democracy Act shortly thereafter. In 2000 Al Gore faced considerable opposition from the Cuban-American community in the wake of the Elian Gonzalez crisis; in an effort to woo the Cuban-American vote, his vice presidential candidate, Joe Lieberman, visited the grave of Jorge Mas Canosa, the founder of what was then the leading pro-embargo Cuban American organization.??

[Monday], the issue barely came up. Neither candidate sought political advantage by bashing Cuba or trotting out his ?anti-Castro? credentials.?

What happened??

There are a few obvious answers. The candidates wanted to focus on domestic policy and the US economy, and they repeatedly steered the conversation away from foreign policy. And the foreign policy discussions that the candidates did engage in were all about national headline issues such as Iran, Afghanistan, Syria, Libya, and China; Latin America did not appear on the agenda.?

But the silence on Cuba also suggests some changing political dynamics.??

First, President Obama?s modest easing of US-Cuban tensions, and particularly his relaxation of travel restrictions for Cuban Americans, are not particularly controversial, even in South Florida. The Romney campaign does not see much to be gained by highlighting differences on this issue.??

Second, the demographics of the Cuban-American community, which have been changing for years, are finally having an impact in the electoral arena (for example, the race between hardline Cuban-American Rep. David Garcia and more moderate Cuban-American challenger Joe Garcia is essentially tied). The older hardline Cuban exiles have been losing ground to younger and newer voters, who are more concerned about domestic politics and want to be able to visit relatives in Cuba. These newer voters are not necessarily friends of the Cuban regime, but Castro-bashing is not high on their agenda and does not win their vote.??

The decline in Cuba?s salience as a domestic political issue is an encouraging sign. It suggests that, over time, we might be able to have a more rational discussion about US interests, the changes that are occurring in Cuba itself, and how the United States might play a constructive role in improving the climate for human rights and democracy in Cuba.?

Measure 81 Would Take Salmon off the Table | North Coast Oregon

Oregonians are most fortunate to border the Columbia River, prized for its scenic beauty, recreational opportunities, power generation, irrigation, fishing resources, transportation, and a long list of additional values. We pay for the management of this complex resource with our taxes and utility bills; but if Measure 81 passes this November, Oregonians will have another distinction. We alone will be prohibited from enjoying Columbia River salmon and other fish caught by non-tribal commercial fishers.

Measure 81 bans a method of commercial harvest known as gillnetting, but it also includes a stealth provision: a purchase ban for Oregonians only. The ?purchase ban,? found in Section 2 (2) of Measure 81, would prevent Oregon buyers and consumers from buying non-tribal net-caught fish from the Columbia River. If you live in Washington, you still would be able to enjoy Columbia River salmon. The same is true if you live in Washington, D.C., or California, or?well, anywhere but Oregon. What justification is offered for prohibiting Oregon buyers and consumers from purchasing Columbia River-caught salmon? None.

Measure 81 is the latest effort by sports fishing interests to increase their share of Columbia River fish at the expense of commercial fishing that supplies product to grocery stores and restaurants. Currently, fish are allocated among the small commercial fleet, sports fishers, and tribal fishers (who also oppose Measure 81).

What is the source of the conflict? Perhaps it stems from the industrialization of sports fishery and the resulting overcapitalization. The Columbia River commercial fleet, which fishes for consumers, is restricted by ?limited entry? laws to a specified number of licenses (only 200 in Oregon). The ?guide industry,? which markets day trips for hobby fishermen, is not limited in number by Oregon law. The financial barriers to entry to become a for-profit fishing ?guide? are relatively low (a $50 Marine Board license, a pick-up truck, and a boat), so it has been easy, in the absence of limited entry, for this ?commercial sport fishing? endeavor to become overcapitalized. Over the past 10 years, hobby fishers got 80% of the Columbia River Spring Chinook and 80% of the sturgeon, while the non-tribal consumer access fleet got 20%. The allocation of other runs also favors recreational fishers. Does it make sense for consumers to get even less?

The rationale offered by the backers of Measure 81 includes the claim that removing gillnets from the Columbia River will enhance fish conservation. This idea has been promoted with scary-sounding but unsubstantiated claims of widespread killing of other wildlife by gillnets. In fact, gillnets long have been the only method allowed by law and regulation for the commercial harvest of Columbia River fish, in large part because this is the method which has the least negative impact.

While he opposes Measure 81, Governor John Kitzhaber has ordered the Oregon Fish and Wildlife Commission (and has ?suggested? to the Washington Commission) that it adopt administrative rules severely restricting the commercial fleet by taking away the mainstream Columbia River and limiting commercial fishing only to very tiny back waters or side channels known as the ?select areas.? The governor?s plan also will reduce consumer access to products of the Columbia River, such as the Spring Chinook salmon, Summer Chinook salmon, sturgeon, Fall Chinook salmon, and Coho salmon. The commercial fleet, composed of a few hundred small family businesses and several fish processors (mostly in rural Oregon and Washington), is of the opinion that Governor Kitzhaber?s plan will kill their industry and jobs?not in an overt, sudden way, but instead by slow death.

Why should Oregon consumers care about this? First, locally caught salmon is a very healthful source of natural protein, teeming with omega-3 heart-healthy vitamins. Second, Oregon taxpayers (and ratepayers) contribute through their taxes and utility bills to the ongoing work to sustain salmon runs, which must migrate through the hydropower system on the Columbia River and its tributaries. Given this financial investment, it is reasonable that all Oregon consumers?not just hobby fishermen?be able to enjoy Columbia River salmon. Measure 81 and Governor Kitzhaber?s plan are anti-consumer and anti-Oregon, and both should be defeated.

Ubuntu Linux Ported To Google Nexus 7, Demoed On Video

Linux is, believe it or not, at the core of our digital world, and many everyday products feature some form of Linux kernel. At desktop level, there are many variations, but the most commonly utilized as an operating system is Ubuntu. Renowned for its ease of use, it has become popular for those who like something a little bit more ?bare bones? than the likes of OS X and Windows, and now, those in ownership of Google?s Nexus 7 tablet can also join the party.

Released earlier this year, the Nexus 7 set a benchmark for value, all-round performance and low price, and thanks to its Android heritage, it?s also quite fun to mod. With Ubuntu now in the picture thanks to Canonical, things have gotten even more interesting for the ASUS-manufactured device.

Ubuntu Nexus 7

Ubuntu 13.04 is codenamed Raring Ringtail, and Ubuntu lead Mark Shuttleworth has urged anybody planning on attending the Ubuntu Developer Summit in Copenhagen to take their Nexus 7 tablets along with them. The summit is always a fairly exciting affair for all those intrigued by the progress of Linux, but thanks to the confirmation of Ubuntu on the Nexus 7, this year promises to be a showstopper.

Victor Palau, the Commercial Engineering Director of Canonical, uploaded a video towards the end of last week, which shows Ubuntu running on the Nexus 7:

Ubuntu is certainly not something your average computer or tablet user would want to mess around with, but for those with geek tendencies, it goes way deeper than the fancy user-interfaces consumers have been blessed with.

As per the video, Ubuntu appears to be running rather smoothly on the Nexus 7, which itself packs in a quad-core processor, and although we?ve few details with regards to its current state, the Ubuntu Developer Summit in Copenhagen will hopefully shed further light on its seamlessness.

As for me, having finally gotten a smooth (some would say buttery) Android experience with Jelly Bean on the Nexus 7, I don?t think I?ll be trying my hand at installing Ubuntu anytime soon. With that said, it?s definitely a step in the right direction, and I know quite a few avid techies that?ll be itching to get Ubuntu up and running on their Google tablets.

Zeroing in on the 'science of sound propagation' in burning buildings

ScienceDaily (Oct. 23, 2012) ? An acoustic navigation system being developed by a team of University of Texas at Austin researchers studying the science of sound propagation inside burning buildings may one day become a life-saving addition to firefighters' arsenal of tools.

The team will provide details about their multi-faceted research at the Acoustical Society of America's 164th Meeting, October 22-26, 2012, in Kansas City, Missouri.

"Our study is focusing on locating open doors inside burning buildings to gain a better understanding of how acoustic propagation is affected when flames are between the device and a doorway," explains Mustafa Abbasi, a graduate research assistant.

Inside buildings engulfed in flames and smoke, firefighters currently rely on tools such as thermal imaging cameras to help them not only detect obstacles and passageways, but also to judge distances to them. But unfortunately, heat and open flames can significantly degrade the performance of these cameras.

To address this, the team decided to create a complementary sonar-based imaging technique to supplement TIC technology.

They initially selected an ultrasonic device similar to the ones used in cars' reverse parking sensors to build their acoustic navigation device, but quickly discovered that fire strongly distorts ultrasonic acoustic waves.

The team then turned to a more advanced acoustic source, called a "parametric array," which is capable of creating audible sound that remains focused.

"Using a parametric array enables us to effectively see through moderate-sized flames," says Abbasi. "Now, we're investigating the effect of smoke on acoustic propagation. Flames and smoke are interrelated, but TIC images are degraded less by smoke. We believe that combining acoustic sensing with other technologies will improve the capabilities of these imaging devices."

Yet another facet of this project involves working to improve personal alert safety system (PASS) devices used to locate incapacitated firefighters. The team is collaborating with the National Fire Protection Association's Fire Protection Research Foundation and the Federal Emergency Management Agency (FEMA) to study how the signal emitted by the PASS device propagates inside burning buildings.
